A South Australian police spokesman confirmed

The 26-year-old actor was photographed cycling in Adelaide, the state capital of South Australia, wearing only a baseball cap turned backwards, Sky News reports.

Local law insisted cyclists must wear an approved helmet, which is properly fastened.

Although the Government Services Committee recommended approval of the events, aldermen had concerns about each proposal and put limits on some requests.

Aldermen voted to limit the American Predator Fighting Championship’s mixed martial events event to those 18 and older. Second Ward Alderman Rita Payleitner noted the council had done that for a previous sponsor, and it would be fair to do the same for this sponsor.

Fourth Ward Aldermen Jo Krieger and Jim Martin spoke against the amplified music proposed for the Irish Fest because many residents have complained about noise from other events, such as RiverFest and Scarecrow Fest.

Second Ward Alderman Cliff Carrignan said the noise might not be as much of a nuisance because residents likely won’t have their windows open in March.
