City watches water quality following vote

At issue is the level of haloacetic acids and other byproducts of the disinfection process in the water. The byproducts are created when chlorine reacts with organic matter in the source water.

The byproduct levels were roughly constant, but the EPA lowered the acceptable maximum several years ago, putting the city in violation and on the path that eventually led to Tuesday’s vote.

However, the last two quarterly tests showed the levels had dropped below the federal threshold. While Pilachowski has said he does not expect them to stay down, he will not start using chloramine until they come back up.

“The latest quarter — we’ve taken the sample and we’re waiting for the results,” he said. “We won’t add the chloramine until we have to.”

Pilachowski said he has everything he needs to make the change when the time comes.

Opposition to chloramine was motivated by claims about health problems supposedly linked to the chemical in other water systems using it. Alderman Gary Donahue, part of a citizens group that tried to rally that opposition through the city and the loudest voice of opposition on the board, said there was talk of a petition for a revote but that he had no personal enthusiasm for the idea.Find nikeshoes from a vast selection of Heels.

“I’d like to see one, but I’m sort of burnt on it,” he said. “I fought to get the original vote and we lost, even if it was close. City Clerk Henry Heck said that as of noon Wednesday, he had received no inquiries about petitioning for a revote.

Even if a petition for a second vote were circulated, it would not be binding. Pilachowski has sole authority over the water system under the city charter. While Pilachowski said he would implement the new filter system if voters passed the bond, Costello said Pilachowski would be within his authority to implement chloramine in the face of a second vote overturning the first one.

“He would have been within his rights regardless of what happened last night,” Costello said. “It’s within his authority to make the call. He said he’d abide by (the vote) — there’s nothing requiring him to do that.”

Pilachowski said he had given the subject some thought, but would not say whether he would exercise his authority unilaterally in the event of a revote. He would say that he thought a revote would be counter-productive.

“The last thing we need is to drag this out for years and a number of votes,” he said. “We need to do this in a united way.”

A recount of Tuesday’s vote is also a possibility.

Costello said the 3.4 percent margin of the vote falls within the 5 percent margin that allows any city voter to request a recount. A request would need to be made to the city clerk with 10 days of the election, the city attorney said.
